Is “It’s unfortunate weather” as good as an alternative as “The weather is bad”? Does it sound peculiar or hanging?

It doesn’t sound very natural unless it is taking place in the midst of a conversation, and even then, not natural to me.
What a shame. The picnic is scheduled for today. All those people and now this rain. This weather was very unfortunate.
Why not this weather is very unfortunate? I understand from the situation the person is at present talking about the weather.

Either one would be right - this weather IS, since it’s still raining (or whatever), or this weather WAS kind of thinking back to when it started to rain (or be 100 degrees in the shade, or whatever it was that was unfortunate about the weather).
