It was off to camp

When I returned to New York it was off to camp. Getting away from the project and going to camp was wonderful. (Lust of a Dope Friend , by Jerome Livingstone Jr.)

What does the clause in bold mean?

This is a fairly common way to say it.

It is a pronoun that is understood by native speakers without a reference. In this context It means something like the next step or the next thing I did.

When I returned to NY, I went to camp soon afterwards.
After I returned to NY, the next thing I did was go to camp.
