It started raining vs It was starting raining

Hi,

It started raining but she didn’t run into the house. Right. It is grammatically correct to say “It was starting raining but she didn’t run into the house”?

(°) I obviously meant “Is it grammatically correct…?”.

“It was starting raining” does not sound like great English to me, though I expect it’s used sometimes. Use “It was starting to rain” instead.
