I would break that into two sentences to make it easier to read. I always place a comma after ‘however’.

“The use of “can one” is correct. However, “regular” is modifying the verb “strengthening”, so it should be the adverb - “regularly”.”

As for modifying a gerund, I think either an adjective or adverb can be used, depending on the structure of the sentence.
