'intended' in the sentence

Hi,

I have recently come across the following sentence:
‘And I say that with no offence to the good people of Sydney intended.

Could you please explain the use of ‘intended’ in this sentence? Were some words omitted from the sentence?

‘And I say that with no offence to the good people of Sydney intended’. = I say what I say without intending/meaning any offence to the good people of Sydney. (Here ‘that’ is not a conjunction; a demonstrative pronoun meaning ‘it’)
