in charge can indicate people?

As turbulence was becoming increasingly more serious, in charge advised the crew and helped to secure the galleys(only unsecured area) as passenger seatbelt signs were still illuminated.

i am confused with ‘in charge’ , who are in charge? and who take the advice? why in this sentence there is no subject before ‘advised’ that verb?

You would have to say: ‘those in charge’.
