I told him always to speak the truth. Is “always” used before “to”? If I use “kindly”, I must use it before “to” as well?

I told him always to speak the truth - you told him all the time.

I told him to kindly speak the truth - he should be so kind as to speak the truth.
I told him to speak the truth kindly. - he should speak the truth in a kind manner.
I told him kindly to speak the truth. - you told him in a kind manner.

‘tell the truth’ is far more common than ‘speak the truth’.
