Earlier this week I came across the following phrase on a sign in a German Federal Agency and I spend a couple of minutes wrapping my head around it until I finally got it. Do you understand the phrase too?

Is the meaning that " because it is a top secret, someone holds it in his head not out"? Is the aim that some one must be careful.
