I am awkward a lot

what do you mean by " you are awkward a lot" when you say this during a particular conversation at the start of the conversation. I kind of figured out this meaning but still not enough for me to use it.

It’s not a very well conceived sentence, and I would not expect to see it used beyond a very informal conversation.
I can only guess that the speaker means this:
You are difficult to deal with much of the time.

I asked a friend why he was so quiet in a conversation. He said to me that he was awkward a lot. I don’t know this meaning.

What he meant was he often felt awkward.
A lot of the time he feels embarrassed and uncomfortable.
