It’s like a verb phrase. Just the emphasis form of the original verb. More example, pump up, eat up, drink up,…etc…

“cock-up” is an informal phrasal verb meaning to spoil something
by making a dumb mistake or doing it badly:
His secretary cocked up his traveling schedule and he’s furious about it.

I’d say this expression is a synonym for “to screw up” (informal as well)
