How to understand the usage of " WOULD" in articles

Hi all, I have 2 below situations ( news) related to " WOULD" usage , which I can’t actually fully understand why a writer use " would" instead of " will" in 2 cases, though I have read “would” usage in CAMBRIDGE DICTIONARY . Hopefully, I could receive clear explanation from everyone. Thank in advance :slight_smile:

Let’s have a closer look at the text again:

World Rugby to Ban Red-Green Clashes to Help Colorblind

World Rugby, world rugby plans to ban teams from playing against each other in red and green kits by the year 2027 Rugby World Rup to help players and fans with colored colorblindness. The band would affect the home kits…

The key word here is “plans to.” We don’t know if this plan will come to fruition, but if it did come to fruition, it would have implications…

So from a grammatical point of view, we need a conditional here. Please let me know if this makes sense.

But, @Torsten, can’t we use the ‘would’ in a tentative mood as well?
