How can mental choices make artifice?

“If a family is an expression of continuity through biology, a city is an expression of continuity through will and imagination - through mental choices making artifice, not through physical reproduction.”

I am having huge trouble understanding the bold part of this sentence. Hope someone can help. Thank you.

The comparison is being made here between development within a family line where one generation follows another and this happens biolgically. Naturally a city is an inanimate structure and cannot reproduce itself and so the people living in the city (architects planners councils) have to think about (use mental choices) how they can create clever designs (make artifice) in order to continue the development of the city.
