Why does the above sentence not have a finite verb?

Hence is often followed by a non-verb phrase as it effectively means ‘which is the origin/cause of’.

As Torsten says, it’s usually a ‘verbless’ phrase to substantiate what is already said.

See this example: The officer used to give oral instructions to his subordinates. But once the officer did not own up his instructions which created confusion among the staff. Hence the written instructions now.
