help me to understand the meaning

Please, could you explain the meaning of ‘a special task’ in this context:

‘As in many countries around the world, the population of Aruba is ageing. As the Aruba National Library considers it has a special task in this matter, in 2006 a workgroup worked on an activity plan for special services for seniors.’

Does ‘a special task’ mean that the library has a special mission in this matter? Or someone set a task to fulfil?

There is a suggestion that this task or job was given to the library but I feel the first meaning is that the library regards this task as very significant and important to them.
