headquartered in several cities?

Hi, can a company be headquartered in several cities at the same time? I’ve seen the following phrase by a company: … is headquartered in Munich, London, Paris, Milan, Madrid and Shanghai.

As I see it, a company can be headquartered in one city only because an organization can have only one head.

What do you think?

‘Headquarter’ as a verb is a bit awkward for me but that’s by the way. What you say is clearly correct and perhaps ‘has main offices in …’ might be preferable.
