Without further context it’s not possible to be sure, but I don’t imagine the article should be used at the beginning of that sentence.
Bev, I’m particularly interested in the middle of the sentence “…means that, to be computer literate, a person must…”. Is it acceptable to include infinitive construction putting commas?
The commas shouldn’t really be there.
