You need the adverb ‘fluently’ here: It allows people to speak more fluently.

Torsten has made it shorter and better. As he says, you need to use the adverb. However, if you are particular about using the adjectival form (fluent), you may try the following sentence:

  • It allows people to speak in a more fluent manner.
