Expression: 'Who the hell...'

Hi

Could you please tell me if the following sentence seems OK to you–at least grammatically? Could I substitute what for who? In fact, this sentence was spoken by an angry woman to a man who called her ‘a hag’.

1- Who the hell do you think you are calling me like that?

I understand it that way: “Who the hell do you think you are to call me like that?” - therefore, I don`t think “who” could be replaced by “what”.
