Expression: Come down in favor of

I have come across a sentence as:

  1. Does it mean: the committee made a decision in favor of the plan?

  2. If so, could you please tell me whether the usage of ‘came down’ in this way is common or scarce?

It means that, after some discussion, the committee approved the plan. This usage of “come down” is not something we say every day, but it’s definitely not unusual, and you should add it to your repertoire of idioms.
