This means it is certain (it/she/he) is coming. He/she/it is coming and that is certain.

Hi,

This expression means; I imagine I would not have a chance of doing something. Imagine a situation when you have exceeded the speed limit by a huge amount when driving along the road and you know that a speed cameras has caught you doing that. You might say: I wouldn’t have a leg to stand on, I suppose if I said it wasn’t my fault, it was the car.
