‘to carry out’ means for example ‘to conduct’

Thanks for your message on the Forum. Perhaps I could add some more to what Torsten has written with examples of the use of these two phrasal verbs. They are bringing out (publishing) a new edition of her poems next week. Political leaders like to bring out (encourage to attend) as many people as possible to their meetings.

The Government is carrying out (conducting/going through the process of) an enquiry into the reasons for young people taking drugs. When you are a soldier you have to carry out (perform/undertake) certain duties which most people wouldn’t want to do.
