Contradictory / Inconsistent?

Indispensable dictionnaries for test are available. Neither dictionaries nor calculators are allowed.

Do you think the 2 parts (being written at the top of one english paper) are contradictory/inconsistent with each other? So this sentence is wrong in Semantics?

Not really. We understand that we can use their dictionaries but cannot bring our own.
