Is there such a term as “consuming public” and is it commonly used by native speakers?

Does the following sentence sound natural?

A: There are many consuming publics.

How about this sentence : He saw me at despicable sight.
Is this correct?

‘Public consumer’ is a standard phrase.

I’m not sure what you are trying to say with the second sentence. The nearest guess I can make is ‘he despised me on sight’ or ‘he saw me as a despicable sight’.
