Hi,
“Human rights groups have complained at the beating or murder of journalists who have tried to uncover wrongdoing by Russian authorities.”
– You expect ‘complain’ being followed by ‘of/about’, don’t you? (Big dictionaries don’t list ‘at’ as a compatible preposition, with examples galore in BNC though.) So you may use it interchangeably along with ‘about’?

I personally feel that “complain at” is slightly inferior to “complain about”, but it is reasonably common and, I think, reasonably well accepted. Journalists may like it because it is shorter.
