Comma or no comma (On 22 May 2008, Mr David from ABC News, HR Department...)

I came across the following sentence :

“… On 22 May 2008, Mr David from ABC News, HR Department called on the matter and confirmed that …”

Shouldn’t there be a comma after HR Department?

Yes, in that sentence a comma would be preferable and I would omit the comma after ‘news’.
