What does exactly ‘‘cater to’’ mean?

In the past, many public parks catered to the wealthy or to members of the government.

When one caters to others needs (or requirements) one has set services/entertainment/opportunities etc that is aimed or thought to be for certain groups.

For example night clubs do not cater for the elderly and Rock concerts do not cater for the classic music fans etc…
