Yes you can. It means “carrying out” or “putting into practice”.
I mean under what kind of situation I can use carry out or implement?
Do they just sound different but have the same meaning?
In this case, implementation is closer in meaning to “putting into practice”. The quoted writing, in my opinion, is a bit verbose. What it is trying to say is something like this: “Now that area navigation…has been put into practice (or carried out), aeronautical information/data plays a much more important role.”
