Can you tell us 'to whom' we should 'ask for help'

Hello:

In my job, when I got a problem, I always ask some person of RD department of our vendor. But if there’s a problem that doesn’t belong to RD’s responsibilty and I don’t know whom should I look for, so I ask that RD

‘Could you please tell me whom should I ask for help, and his/her email?’

Is it right ?

You don’t need ‘whom’ here it is hyperformal in speech. Try this:

‘Could you please tell me who I should ask for help, and give me his or her email address?’.
