Can "used" replace "use"? If not, what is the reason?

Others suggested that she use the time to invest in herself instead since her husband did not prioritise her.

Can “used” replace “use”? If not, what is the reason?

Thanks.

You can use the word “used” in this sentence, but it completely changes the meaning. So the two words are not interchangeable.

Others suggested that she use the time
To me this means that others advised her how to use her time.

Others suggested that she used the time
To me this is a statement about how she did use her time in the past.

No. Here, she use means she should use to drop the should of which is the syntactical practice (reason).

Exactly. It’s called ‘subjunctive’.
