Can "in" substitute for "on"?

Lee Kah Hin, a Singaporean, did not report a change of residence to the Immigration and Checkpoints Authority (ICA) within 28 days of moving to his new home on Tampines Street.

Can “in” substitute for “on”?

Thanks.

Always use “on” with a street name.

No, it’s on the street.
