Can I write like this - for goods and services to be allowed on the market?

We must set obligatory state requirements and conditions for goods and services to be allowed on the market.

Is this sentence gramatically correct? The part that makes me dubious is “for goods and services to be allowed on the market.” And can I write this sentence as a part of a list (list of things to be done) in this way:

  • Setting obligatory state requirements and conditions for goods and services to be allowed on the market.

‘Obligatory’ and ‘required’ are synonyms, so change to read ‘We must set / Setting obligatory [or ‘required’] state conditions for goods and services to be allowed into the market.’
