Is it grammatically correct if I emphasie ‘when clause’ as a cleft sentence in the following sentence? It is when the doctor makes a mistake that the patient suffers.

My students are just 16 years old.They are tenth standard students in Myanmar. I am a freelancer teaching English in tuition classes.Most of the students in Myanmar are very weak in English,sir.Because the junta has ruled us for so long,we Myanmar people are late in education.
