You would not use “Even better” unless the thing you are comparing it to is good.

On a scale of 1-10:
2 is better than 1
4 is better than 3

8 is good
9 is even better

You would NOT say that 4 is even better than 3, because that implies that 3 is good.

Bad, worse, worst
Good, better, best

3 is bad
2 is even worse
1 is worst

8 is good
9 is even better
10 is best

“Even worse” means the thing you are comparing to is bad.
“Even better” means the thing you are comparing to is good.
