be made or is made

I have a question, can somebody explain to me  .
Why do we use “be made” in this case: It is suggested that the experiment [color=red]be made under low temperature.
Is “should” deleted so that we use only V-bare? Is this the same to active voice?
Many thanks for your feedback!!!

It’s because the verb ‘suggest’ is used in the sentence, I think. You can look it up with a dictionary about this usage. I personally agree with your opinion that an auxil.v. could be added before ‘be made’ such as ‘should’ but since it refers to a suggestion I would prefer ‘may’ or ‘might’ to ‘should’ for the ‘omitted’ aux.

Yes, one of the uses of the subjunctive: I suggest/recommend/demand/order/insist/etc that it be made.
