this is one of toeic questions.

A staff member in the Department of Information Technology must approve any changes to software already installed on the computer _______ the addition of new software to a computer.

The options are:
(A) despite
(B) as much as
© as well as
(D) for

The answer is ©. However, I think (D) could be right. (approve any changes ~ for the addition of new software to a computer.) I mean, similar to “approve any changes to add new software to a computer”.

Of course, the meaning of the whole sentence could be different, but I don’t think it’s wrong. What do you think?

I can see what you are saying, but it’s just too far stretched from the probable meaning of the sentence.
If that were the meaning then the sentence would be:
A staff member from (I would not use ‘in’ here) the Department of Information Technology must approve any changes to software already installed on the computer in order to facilitate the addition of further software.
