Are these sentences natural to a native ear?

I have seen sentences where people do not use any article before ‘potential’. How do you decide that?

Here are some examples.

  1. Israel has the potential to be a market leader in the field

  2. Hurricane Sandy has potential to be super storm for US CBS.

  3. Start ups with high growth potential can receive business support from Scottish Enterprise.

Can I say: “I always amazed at how early you get up and are ready for work.”?
Does it change meaning?

It does not make sense without a verb. You need to say ‘I am…’
