Which preposition should I use to fill in the above blank, in or on?

If you are referring to cars that are parked at the side of the street, or cars that are moving down/along the street (i.e. normal driving), then I would use “on”.

If a lot of cars were parked in the middle of the street for some reason, then I would use “in”.

Just for information - British would tend towards “on the road” and “in the street”

There were many cars on the road today, that is why I was late.

Parking here is terrible. There are always so many cars parked in this street.
