I would say yes, both sentences are correct.
I would still put pm in the second sentence. I think when an article/report is written it should be there.
2nd sentence: If you’re speaking to someone and you leave out ‘pm’, it won’t be weird.

Here’s a thought, in time we have a 12 hour and a 24 hour clock, so we have a choice.
Here is the 12 hour clock:
The accident happened at 8:22 pm yesterday.
The accident happened at 8:22 pm last night.
Perhaps the best way forward is to use the 24 hour clock in this case.
The accident happened at 20:22 yesterday.
The accident happened at 20:22 last night.
