Shouldn’t it be “There is a number of options…”
It’s a question of subject-work agreement and I think both options are correct.
'A number of ’ is another way of saying ‘a lot of’ and another way of saying ''many. The point is that the first two expressions are understood as one idea conveying a large quantity of. In this case you would logically say -
There are a number a number of potions.
