Are the inverted commas needed/ Placement of comma

I recommend the book, " Elements of grammar", to all learners of English.

  1. Are the inverted commas required?
  2. If yes, should the comma before “to” be inside the closing inverted commas instead of outside?

There are a number of options here. This is my proposal: I recommend the book ‘Elements of Gramnar’ to all learners of English.

It’s a question of subject-work agreement and I think both options are correct.

'A number of ’ is another way of saying ‘a lot of’ and another way of saying ''many. The point is that the first two expressions are understood as one idea conveying a large quantity of. In this case you would logically say -

There are a number a number of potions.

There are a number of portions.
The number of portions is small.

Yes, there is difference between a number of and the number of. The former takes a plural verb and the latter a singular.
