It s correct. Both parts of this compound sentence are in conformity and make perfectly understandable meaning and exhibit no flaw as regards tense or otherwise.

The other possible presentation of this sentence cud be: Social responsibility was indeed clearly exhibited when the disaster occurred as the public needed help.

It should be either “Do I make sense?” or " Am I making sense?"
