Fathima, yes, you are correct in your observation. This usage, which is non-standard, is common among our users. Even lawyers (novice) tend to draft a plaint/affidavit that way. Perhaps, ‘Whatever he said is true’ or ‘What he said is all true’ would be still better although ‘All (that) he said is true’ is more proper and conveys the intended meaning.

“Our users”= a meaningless phrase which you’ve chosen to use twice today.
It’s incorrect if you wish to speak English rather than Anglophilese, Allifathima.
