Affect or effect?

Is this some special use of the word effect or just a typo??

Hi Tom,

As you probably know affect is mainly a verb in the sense of having an influence on:

The sort of climate in a country affects the way people live.

Effect can be both noun:

Hot weather has an effect on some people and makes them feel tired and sleepy

and also a verb:

. as you have shown in your quotation. This not a typing mistake because the verb effect here has the sense of put into practice/carry out/complete. From that we also get effective, the adjective meaning creating the right result.
