Addressed is needed here otherwise you would have to say: attended TO

Affix
has a quite different meaning. It means stick or attach. Very often you will see on a pre-printed envelope that you have to return to a business or firm: Please affix a stamp. Again you would use the prepostion to if you wanted to say where to stick it - affix the stamp to the envelope.

Here the verb address means: attend to/deal with/face up to as in:

The local council must address the problem of rubbish piling up in the streets.
